The scale, as the Order sets it
First Schedule Table A (sale and transfer). The Third Schedule Table A, which governs the loan and security documents, is the same ladder.

The discount rule, which is narrower than most people expect
Order 6 of the SRO 2023 lets a solicitor discount up to 25% — but only on Table A of the First Schedule and Table A of the Third Schedule. There is no discount on Table B of either schedule, nor on the Second, Fourth, Fifth or Sixth Schedules.
The Bar Council’s Revised Guidelines on Waiver of Fees go further: a waiver that in effect amounts to a discount is not permitted, and a solicitor may not waive disbursements actually incurred. So a firm quoting far below the scale is not simply being competitive — it is doing something the Order does not allow.

What this does not include
- Stamp duty.A tax under the Stamp Act 1949, not a solicitor’s fee, and on most purchases it is the larger number. There is duty on the transfer instrument and on the loan instrument. We do not publish tax rates we cannot cite to the statute — check the current rates with LHDN, or ask the firm handling your matter.
- Disbursements. Actual outlays — land searches, registration fees, bankruptcy searches, certification. Not a scale, and they vary by matter.
- Sabah and Sarawak. The Order applies to Peninsular Malaysia.
Common questions
- How much are legal fees for buying a house in Malaysia?
- They are not set by the firm — they are set by the Solicitors' Remuneration Order 2023, which fixes a scale for Peninsular Malaysia. For the sale and transfer, the scale is 1.25% of the first RM500,000, then 1% of the next RM7,000,000, with a minimum of RM500. So a RM500,000 property carries a scale fee of RM6,250, and a RM600,000 property RM7,250. If there is a bank loan, the loan and security documents are charged separately on the same scale.
- Can a lawyer give me a discount on conveyancing fees?
- Yes, but only up to 25%, and only on some fees. Order 6 of the SRO 2023 permits a discount of up to 25% on Table A of the First Schedule and Table A of the Third Schedule. No discount may be given on Table B of the First Schedule, the Second Schedule, Table B of the Third Schedule, or the Fourth, Fifth and Sixth Schedules. The Bar Council's guidelines also treat a "waiver" that is really a discount as prohibited.
- Why are the fees lower when I buy from a developer?
- Because a sale and purchase governed by the Housing Development (Control and Licensing) Act 1966 is charged on Table B, which is a percentage of the ordinary Table A fee — 75% up to RM250,000, 70% to RM500,000, 65% to RM1,000,000, and 50% above that. It is a discount built into the Order rather than one the firm chooses, which is also why no further discount may be given on top of it.
- Does this include stamp duty?
- No. Stamp duty is a tax under the Stamp Act 1949 and is separate from the solicitor's fee. It is usually the larger of the two on a property purchase, and there is duty on both the transfer instrument and the loan instrument. Check the current rates with LHDN — we do not publish tax rates we cannot cite to the statute.
- What else will be on the bill?
- Disbursements — actual outlays such as land search fees, registration fees, bankruptcy searches and the cost of certifying documents. They are not a scale and vary by matter. A solicitor may not waive disbursements actually incurred, because that would amount to a discount by another route.
- Does this apply in Sabah and Sarawak?
- No. The Solicitors' Remuneration Order 2023 applies to Peninsular Malaysia. Sabah and Sarawak have their own legal professions and their own arrangements.
